GOVERNMENT
RESPONSE TO THE BRISTOL INQUIRY REPORT

CDCA
fully endorses the full implementation of the 198 recommendations of
the BRI Inquiry Report and hopes the Government’s response to the
Report will confirm the implementation of all the recommendations
within a realistic timeframe.

CDCA has three specific
issues which it hopes Mr Milburn will highlight in the Government’s
response:-
- Accountability and independent regulation
- Adequate funding of quality services
- Active patient partnership

Accountability
and independent regulation
The
story of Bristol was about systems failure from the DOH downwards.
CDCA hopes the Government’s response will provide clear evidence of
an independent framework of regulation including an independent
medical inspectorate, and complaints system. CDCA asks
the question… “If the Department of Health are in charge to whom
are they accountable?”

Adequate resourcing and funding to assure
quality of care
“What
Government cannot do is to renew its commitment to a comprehensive,
accessible healthcare service for all and then fail to fund it to the
level of the demands government makes of it. Governments have got away
with this in the past, but not now. Expectations have been raised and
the public is watching.”

Active patient
partnership
CDCA hopes the
Government will recognise that to have effective patient partnership
there needs to be mature thinking on the part of both parties.
“The NHS must let in and work with the public, it must celebrate its
successes and make known its shortcomings”
